With the rapid development of EPRI, the research institutes of internal information management system is also gradually increasing. About IT service management has become one of the key issues to protect the security and stability of the research institutes of internal management systems. However, scientific research institutes from the current system of internal IT service management point of view, due to the lack of systematic planning and coordination mechanism, making research institutes internal IT service management efficiency is relatively low, it is difficult to ensure stable operation of IT systems.This article is aimed at this problem to EPRI study for the specific use of ITIL ideas on EPRI IT service management system analysis and design. Based on the status of research institutes as well as internal IT management problems in the analysis above, in accordance with the ITIL framework excavated ideological function of the user's specific needs. In the design phase of the system, this paper first logical framework system topology design, and the design on the basis of the framework, focusing on the functional modules of the system has been designed, design desk management, incident management, problem management, change management and configuration management and other functional modules. Combined system function module processes, the structure of the database system has been designed using the ER diagram of the relationship between the various entities of the system were represented. In the system implementation stage, combined with the results of the above analysis and design of the development, the use of ASP.NET and SQL 2010 database technology for functional modules of the system has been achieved.Application of this system to improve the EPRI service efficiency and quality of IT systems operation and maintenance, making the problem of failure to declare the user to get a quick and effective solution. Standardize IT operation and maintenance services operating procedures to ensure the safety of research institutes within the system stable operation.
