JPEG2000 is the latest generation of static image compression standard. Compared with other compression standards, it has many advantages, such as good compression performance and high image quality, etc. In the region of digital cameras, digital movie and medical image, JPEG2000 has been widely used due to its ultra-low rate compression. To further promote this standard in video field, this work improves the JPEG2000 static image compression standard to satisfy the JPEG2000 video compression. This work studies video compression based on image compression, and then completes the VLSI design of video encoder.The cores of JPEG2000 static image coding are discrete wavelet transform(DWT) and embedded block coding with optimized truncation(EBCOT). Among them, EBCOT consists of Tier-1 and Tier-2. Tier-1 includes bit plane coding and binary arithmetic coding, while Tier-2 is mainly responsible for code stream truncation, data stream package and output of the single-frame image. First, this work optimizes the JPEG2000 image compression algorithm, and reduces the redundant code in EBCOT through the proposed rate-control algorithm based on double truncation, improving the utilization of storage resources. Besides, based on the improvement of static image, this paper presents a design of coding circuit in 128*128 YUV format in order to reduce the amount of data for video compression. Verilog HDL is used to finish the circuit design, functional simulation and FPGA verification. This work also adds a camera acquisition module before the entire Motion JPEG2000 video compression system to complete video capture and system verification, meeting the application requirement of Motion JPEG2000 compression.Verification results show that the difference of peak signal to noise ratio(PSNR) between the images compressed through the proposed compression system and the images compressed through the standard algorithm(PCRD-opt) can remain within 0.25 dB. And the coding time is reduced with the increase of the compression ratio, when coding ratio is 20, the coding efficiency can be increased by about 40%.
