With the functions of the government separated from those of the enterprise, reconstruction of telecommunication, China Mobile is in the lead of Chinese telecom industry. After the rapid development of more than 10 years, the operating income growth rate of China Mobile came to a turning point in 2009. It's the inevitable choice for China Mobile to change from service industry enterprise to sales. The purpose of changing is to motivate the enthusiasm of staffs and form an atmosphere of sales. To achieve this objective, China Mobile focused on quantitative compensation these years. Combining with the dominant idea of quantitative compensation, Liaoning Mobile puts forward the concept of basic sales unit system in marketing management creatively.In the process of advancing basic sales unit system, it became the bottleneck about how to manage each sales unit, calculate the volume of business in each sales unit, distribute the profit in each unit and divide customers in each unit.With the powerful business support of Liaoning Mobile, the basic sales unit system of Liaoning Mobile is set up by meeting the basic needs and analyzing the needs for the support of advancing the project. Contains the data source management, definition of compensation rules, determining the calculation rules of compensation, the form of results summarize and display and the basic management functions of the system. we choose a mature platform APACHE with JSP ORCALE model to achieve the security and stability requirements, implemented a B/S based information management system.The basic sales unit system realizes the functions of managing basic sales unit separately, customizing the rule of income account by local company separately, setting the preferences like unit closing and coefficient, forming a complete approval process and providing relative daily reports. After the implementation of basic sales unit system, everything goes well. With the new way of distribution of quantitative compensation, staffs are more passionate, the operating costs of office is decreased and the efficiency is increased.
