Since the rich internet application (RIA) method was applied to the Web-based geographic information system (WebGIS) building, RIA-based WebGIS framework was designed and built step by step in the past 30 years. However, the current RIA-based WebGIS framework is similar to traditional WebGIS framework. As a result, the high cost and the performance depending on the Web environment are still unsatisfactory in spite of the improved user experience and the performance.Aimed to solve those problems, with the combine of Database Technique, Design Philosophy of WebGIS, Computer Graphics and the theory of Software Engineering, the Rich Internet Geographic Information Application (RIGIA) was presented as a solution. We can get following results by this study:(1)Different from the current framework of WebGIS, there is no GIS Server Software in RIGIA. When the WebGIS application based on RIGIA runs, The Web site released by the web service, and geographic data is released by data service in the form of XML stream.(2)Three WebGIS testing demos were built based on RIGIA and current RIA-based WebGIS platforms:ArcGIS API for Silverlight(?) & ArcGIS Server 10.0(?) (ArcGIS, USA) and SuperMap iClient for Silverlight(?) & SuperMap iServer Java 7C(?) (SuperMap, China). Subsequently, performance testing of the three demos was done by using HttpWatch Studio(?) and Test Studio(?). The testing results proved that the RIGIA is more efficient than the current RIA-based WebGIS framework especially on the aspects of spatial analyses and thematic mapping.(3)Through the cost analyses, it is found that the cost of the WebGIS software developed based on the RIGIA is significantly less than that of other WebGIS applications which are based on the current WebGIS framework.(4) Due to the development of the Jilin tourism resources management system based on RIGIA, RIGIA is suitable to build WebGIS applicationAbove all, RIGIA has obvious advantages:firstly, geographic data client-protract method makes the users face the geographic data directly and the users’ experience is further improved. Secondly, spatial analysis client actualization method shuts down the influence of network delay and ensures that the application can accomplish the spatial analysis offline. Lastly, due to spatial analysis client actualization and the geographic data client-protract method, there is no GIS server in RIGIA, which means that RIGIA can avoid the procurement of GIS server software and reduce the cost of development.
