The disposal of public demands has become the focus of regulators and public interest. And the public require higher timeliness and satisfaction for the disposal of appeals. Market Supervision Administration of Pudong New Area (PDMSA) hopes to build the public appeal platform, to unify collecting the appeals, and reduce the workload of PDMSA, make the process transparent and efficient.From the actual hotline operation of PDMSA appeal and complain application. This paper analyiz deeply the requirements of PDMSA the disposal of public appeal operation, combines with the concept of the reasonable demands of the public, design and implement the right platform. The design and analysis of application platform strict is in accordance with the requirements and methodoledge of software engineering, to analyize functions and performance detailly, then system specific design, finally completed the system models and realize it.The application platform is architect on Browser/Client model to make deploy easy and access convenience. Microsoft's ASP.NET is the base to develop the application, and store data in MS-SQLSERVER. The system also uses three-tier architecture, the presentation layer, business layer and data layer. The paper has detail analysis of the actual requirements, and using UML unified modeling language to complete design of functional modules.The platform application has been put into practical use by PDMSA. PDMSA is able to achieve the whole process of supervisory and analysis of the public demands. The efficiency of the disposal of demands is improved by this system. For the current operation of the system, the implementation plan and the design idea of this paper is feasible.
