In recent years, exacerbated by the global climate change, the number of inclement weather such as heavy rains and typhoons increased significantly, which results in frequent floods and leads to significant impact on human life and production. An access to the timely information, which could be beneficial to flood relief and reduce damage, become an effective way.After nearly thirty years of hydrological information construction, the hydrological database and hydrologic monitoring system have been constantly improved by the water conservancy department, Part of the information system such as hydrographic net, hydrologic information consultation system, flood forecasting system run on PC platform mature and stable, rich in content. But with the advent of the mobile Internet era, as the popularity of intelligent terminal and the Android system,the rapid development of mobile Internet technology, the requirement of get real-time hydrological information on mobile intelligent terminal become very urgent. Based on research and analysis of WCB regimen consultation system, we proposed a solution to obtain real-time hydrological data with reduced cost compared to computers, and then designed and implemented a flood data management system. This is a meaningful exploration of information technology on mobile devices in water conservancy.In the process of system design, according to the needs of water conservancy department, a reasonable system architecture has been established after analysising the key technologies such as JAVA, SQLite database. The mobile interaction's data access is realized by using Web services and FTP. The server is based on MySql database, use the lightweight frameworks JFinal as a data exchange center, the mature PHP framework ThinkPHP DWZ development and page frame, implementation across database access. After half a year's operation, the system performs well. Practice shows that the designed flood control data management system is feasible on the architecture and usability.
