Logistics industry is the basic industry of the national economy, it marks the development level of a country's modernization, and it's the forms of comprehensive national strength of the country. As the cluster of logistics industry, Logistics Parks are important node in modern logistics system; the information level of the parks is related to the economic benefits and market competitiveness improving. At present, the logistics enterprises in the park mostly have their own information management system, they have no link between each other and form an ‘information island', the resource in Logistics Park can't share and optimize configuration. Under such an environment and the actual demand, this thesis introduces the idea of software as a service and studies the entire design of system. On the basis of that, the thesis sets out design and realization of the logistics resource matching platform based on SaaS.This thesis firstly analyzes the related theory of SaaS and the function demand of platform, on the basis of that it designs the whole scheme for platform. The platform consists of two parts, software services leasing platform and logistics resources matching system, the former is mainly to complete the lease for logistics resources matching system, the latter complete logistics resources matching and sharing in Logistics Park. In order to achieve the function of matching, this thesis studies the solution of combinatorial optimization problem, and sum up the mathematical model of optimize configuration between goods and transport capacity, finally design a optimization configuration method for resource in logistics park based on genetic algorithm, then explains the implementation process and analysis the results of the algorithm, and puts forward a improved algorithm according to the existing problems, it is through from the result contrast between the improved algorithm of matching results and common improved algorithm, so we can validate the availability of this improved algorithm. Because matching process needs the credit level of logistics enterprise, so this thesis puts forward a kind of credit evaluation model based on fuzzy comprehensive evaluation method and AHP(analytic hierarchy process) for logistics enterprise. First of all, it analysis the principle in choosing the items of index under the background and characteristics of logistics park, and then calculate the index weight through the analytic hierarchy process, and finally get comprehensive scores and complete credit rating by fuzzy comprehensive evaluation method.According to the above theory and analysis, the thesis use ASP.NET and SQL Server 2008 database to realize the logistics resource matching platform of Logistics Park based on SaaS.
