With the sharp growth of enterprise information investment,as well as under the background of government,finance and telecommunications services market's pulling,China's software enterprises have kept a lasting and steady development in recent years.With the gradual deepening of software industry services,software enterprises are inevitably sure to rely on the financial support.Therefore,it's particularly important to establish the credit system as the core of the brand building.Nowadays,most of China's software enterprises are small,unstable and with greater operational risk and lower credit consciousness.There exist many financing difficulties and some enterprises deeply rely on the nation support policies and funds.Therefore,developing the software enterprise credit rating management system is the main way to solve the financing problems,and is also the key point for the government supervision department to master the whole software enterprises.The Paper is supported by the project of one provincial social credit information platform.With the provincial policy and the investigation of all the software enterprises,the Paper designs and implements a software enterprise credit rating management system.Main features of the system are as follows:1)The system employs the MVC framework based on J2 EE system to design,which enables to better achieve user requirements and greatly simplify the development processes.2)The collections of credit data are implemented by the System Data Submit Module,which establishes the unified system of the province,reduces the burden on enterprises and masters the credit data.3)The system uses Naive Bayes theory to establish the credit rating module.Through the research of naive Bayes algorithm,the Paper uses different methods to manage the credit criteria.Nonfinancial indicators are integrated adjusted byAnalytic Hierarchy Process(AHP)and fuzzy comprehensive evaluation method,which improves the evaluation accuracy and resolved to subjectively determine ownership and score.Financial indicators are tested and adjusted by Gaussian distribution,which improves the accuracy of rating model.The rating system based on the probability and statistics increases the credit information of diverse applications and breaks the traditional credit systems which have the only public function.The Paper describes the system requirements analysis,system design to the system to achieve the various stages,and gives a detailed introduction by an example of LY company.At present the system has been put into use,running in good condition,In software enterprises to obtain preferential policies,tax breaks etc.have already produced results.The next step is to combine with the development of the industry to gradually improve the rating model and with other regulatory authorities to achieve the data interoperability,cross sectoral regulation and jointly issued credit information,which enables enterprises to apply for bank loans and application areas of security and in the implementation of the relevant policies of the government to provide sufficient information for decision making.The interaction force between the healthy development of software industry and the construction of social credit system.
