With the deepening of reform and opening up, and the accelerating development of the national economy, the holding volume of the vehicle, the drivers and the traffic violation data grow rapidly. Establishing a set of simply-operating, functional charging management system with strong-restriction is of great urgent in today's police traffic management. However, if illegal payments data can't be reconciled with non-tax financial system and banking system in real time, it will make great inconvenience in the masses and police work. Under the premise that there is no data network barriers between public security and financial network s, because police department work involves in citizen's privacy and secret data, there will be higher requirements for the exchange of data confidentiality, integrity, availability, controllability, non-modification. It also needs to standardize the platform of border access, to realize the safe connection of contributions data and financial network as well as to manage these data.To solve the above problems, this paper realizes the building of police charge management system, which uses a database to manage fee data. The database uses oracle 9i, and DDL scripts statement. Background operation adopts J2 EE architecture, including the various system components. It mainly simplifies and standardizes the development and deployment of charging system in order to increase the system portability, scalability, data security and other reuse value. System architecture employs pure B / S mode. In the security respect, the system us es the token mechanism and police standard digital certificates in login to prevent fraud. Correct security token is essential to visiting the data for to increase security.Due to the huge amount and specificity of non-tax revenue, two safety measures of securing data exchange are taken to make sure the traffic non-tax revenue included by fiscal account management.First, in order to prevent illegal data source to write payment tag into the record of traffic violation, each data written into the core traf fic business system through the toll system limits IP via Web service interface, and authorization codes are demanded.Second, the police security charging management network and financial network exchange data adopts the technology of Network Boundary Ac cess, which was in part explored and analyzed, and a safety channel was provided between police information network and external network. It realizes payment data exchange and lays a secure foundation for the protection of non-tax revenue.Charging management system implements the functions of data processing, charging and reconciliation accounting of business such as the vehicles, the driving license, the setting illegal activities from the system architecture, network architecture, functional analysis, system modules aspects. The system also takes multiple means to guarantee the security of data exchange, which provides an important basis example for the construction of similar projects. It is a good practical and theoretical reference object.
