Along with the continuous expending of bank business data, the performance inspection management becomes a very important aspect in this area. The evaluation results are related to the vital interests of bank employees. Only the correct assessments of the staff performance can give right rewards and punishments, and can give reasonable incentive mechanism. Nowadays, banks are totally dependent on computers and networks. The developing of performance inspection system is a revolutionary change which is found by bank human resources department through electronic methods. It has become a modern guidance to banking human resource management.The first version of Hunan Rural Commercial Bank’s performance inspection system has been the source which can appraise performance and incentive staff. However, it has produced a lot of problems in current use. It must further clarify and strengthen the bank’s business value orientation. It can make operating accounts and all types of management data get better integration. So, it needs improvement in many aspects.This thesis based on the forefront of the performance appraisal systems’ developments. It studied deeply in key technologies and core business. Firstly, I analyze the actual situation of the Hunan Rural Commercial Bank’s performance inspection system, and establish a KPI based on BSC, which is flexible, fair, scientific and wide range of. Secondly, I search the previous systems’ problems, and adjust the data sources, the evaluate model. Lastly, according to the demand of improved model, I work out a reasonable system processes and overall structure, designed the improved data structure, and described the main part of achieving process. It has created a performance inspection system of a framework based on J2EE.The improvement of the banking performance inspection system is very comprehensive, which used Informix dynamic database technology, based on the establishment of a stable database platform to support the background. It used J2 EE framework, JSP and Run Dry statements and management technology, in order to achieve a quantitative assessment of achievement as the core, to achieve a scientific nd standardized, scalability and strong bank performance appraisal system. It has a good system structure, easy to maintain and easy to upgrade, the frequent changes in support of data, high data safety. This system provides a system of integrity, fair and accurate data evaluation of the performance management tool for the banks.
