Design And Implementation Of Discipline Inspection And Supervision System For Wei Fang's People's Procuratorate

With the integrity construction of CCP and the development of anti-corruption's fighting, the discipline inspection and supervision work makes a great achievement. The conduct and discipline of CCP also makes great progress. However, some problems that are accumulated for a long time and can't be ignored are still existing in the integrity construction of CCP and the fighting of anti-corruption.The new situation and problems also need the leading authority's response and solution. The new situation and tasks improve the requirement of information's quality, transfer speed and processing depth in discipline inspection and supervision work.To improve the administrative efficiency, optimize the development environment, improve the work style and service quality, we should design a discipline inspection and supervision system that uses the modern technology to run the procuratorate's work and cases.So it can play an important role in the dynamical tracking and management from the report, initial audit, filing, investigation, treatment and conclusion of the case.In this paper, through needs analysis, design and realization, firstly we do the analysis of the overall process.We divide the overall process into several parts, the management of personal information, the solution of cases, the process of business,etc. And considering every part, we also do the detailed analysis of use cases and finish the definition of system functions. In the system technology, we propose the system's technical architecture and use J2EE technical system and multi-layer design.We divide it into view layer, control layer and business layer. And in the design of the functions, we use a variety of ways to design in details in the main functions, like flow chart, activity diagram and timing diagram. And at last, we describe the realization of the system by using some screenshots. Also we describe the key technology of the system.The discipline inspection departments are responsible for the check about the situation of the institutions of CCP and the lines,principles and policies that the party members implemented. Also it can investigate the institutions and authorities of the CCP which break the discipline.The system's design and realization aim to strengthen democracy in CCP, expand people's democracy and the scope of democratic supervision, improve the decisions'scientific, democrazation, and rights' open, transparent, and promote healthy and rapid development of various undertakings.The system mainly realize the treatment of the inspection staff's improper behavior's report and complaints and the complaints against government discipline action. And it can investigate inspection staff's disciplinary cases according to the cadre management authority. It can handle the complaints of the people who have been punished. It will help the procuratorate party manage the party style, strengthen the integrity construction and rectify unhealthy tendencies in the industry.Also, it will educate the prosecution's party members, especially the party cadres, the Party's style and discipline with some departments.The use of the discipline inspection and supervision system improve the efficiency of Wei Fang's People's Procuratorate and reduce the unreasonable, inconvenient places in the management of discipline inspection and supervision. It emphasizes the interactivity, real-time, effectiveness, human and other characters. It sets up a new management system for procuratorate work and business management. So the overall efficiency of procuratorate has been improved. And as a result, it can make more contribution to the economic development.
