Along with the development of our country's policy"opening up to the outside world", the special controlled areas have been developed rapidly, such as export processing zone, bonded area and logistic park, etc. The special controlled area makes a new claim for inspection and quarantine work, its characteristic of goods coming in and out rapidly demands the procedures for customs declaration and clearance as quick as possible. The inspection and quarantine organization needs to get the landing logistics data, goods logistics state information and goods yard state monitoring information in the special controlled area, thereby realizing rapid release and clearance of goods and prevent escaping from inspection.Therefore, the establishment of an inspection and quarantine management system in accordance with the business feature of the special controlled area is of great realistic meaning.Because of the swift growth of the electronic commerce based on Internet and rapid development of enterprise informationalization, the enterprise needs a strong, enterprise-level application system configuration platform centered on Web to support its application.And Java2 Enterprise Edition (J2EE) platform has matured gradually, which integrates the relevant standards and techniques of many enterprises, thereby providing powerful technical support for developing the enterprise-level application in Web flied.On the basis of the analysis and research of the inspection and quarantine work in the current special controlled area, this text puts forward the problems existing in current inspection and quarantine work first and then analyzes the necessity and feasibility of realizing the special controlled area inspection and quarantine management system. This thesis proceeds total analysis of the special controlled area inspection and quarantine management system,mainly details the guiding ideology and design principle of the system,and deals with the need analysis of it.The thesis also indicates the construction and project designing of this system,proceeds the need analysis and the system to the system database,makes a detailed exposition of environment in which to develop and circulate the system,and discusses how to realize the technique function of the system mode. This thesis also analyzes and studies the database access technology and asynchronous communication technology based on J2EE Platform which are used for solving the problem of slower running speed of this system in test and use procedure from two aspects—increasing database access speed and improving user page operating experience to perfect the system.
