To achieve this goal,the construction of high-quality basic education is critical.In this thesis,with the baseline of keeping balanced development of education,the present situation and problems of the Education Collectivization in Mianyang City have been investigated,and the strategies to promote balanced development of education under the mode of group running schools have been provided.Firstly,relevant domestic and foreign achievements for the grouping of schools are studied.Secondly,by virtue of the methods of investigation,interview,and narration,the school group in Fucheng District of Mianyang City are investigated,in the aspects of determination of mission,establishment of objectives,methods of implementation,effects on students and society,etc.A series of problems of the Mianyang Basic Education Group have been pointed out: low efficiency,low service to local students,fierce student competition,non-standard charges,large gap in high-quality education resources,etc.Thirdly,the causes of these problems are analyzed from the point of view of the government's macro-control,education investment,charging standards,feature construction,and other related aspects.Lastly,based on the above analysis,strategies are provided in order to standardize the group running schools,improve the management system of education groups,improve the increment of high-quality education resources,and encourage the output of mode.In this thesis,the overall situation of collectivization school-running in the region of Mianyang has been investigated and the outstanding problems have been analyzed,which is widely representative across the country.The results in this thesis are considerably valuable and are applicable to studies of collectivization education in other regions.
