Basic education is the foundation of national education, on which a country and nation’s prosperity and sustainable development base. Since the reform and opening up in 1978, China’s basic education has made great progress in that the education scale, quality and efficiency have been showing an increasing tendency. However, there still exists the phenomenon of non- equilibrium on the basic education’s allocation of resources. This imbalance is mainly reflected in the non- equilibrium in school funding, material recourses and faculties among different regions, different provinces and between the urban and the rural. The government plays the role of subject of liability in the process of promoting educational development and it has inescapable responsibility and obligation. Basic education is the foundation to enhance the quality of the whole people, and balanced development is not only the inherent requirement of becoming educational fairness, but the value pursuit of building the service-oriented government as well. Under the current circumstances of limited educational recourses, the government, as a master of public resources, must reasonably and effectively use its power and make overall plans and take all factors into consideration to promote basic educational resources to achieve optimal allocation, which is also the inherent requirement of fully implementing the scientific outlook on development.The basic writing idea of this paper is based on “clarify research questions- raise the hypothesis- test and demonstrate- conclusions and recommendations”. The background of subject, research ideas and research methods will be briefly elaborated and according to the existing development situation of China’s basic education and relevant theory-based support, a hypothesis will be proposed from the perspective of this paper’s integrity through the summary of literature review: factors affecting the non-equilibrium development of the China’s basic education are multifaceted. As for the deep-seated reasons, the macroscopic factors of education policy and the degree of economic development are potential causes leading to the non-equilibrium development of the China’s basic education; while educational systems’ formulation by the local government and associated demographic situation are the direct causes of the non-equilibrium development of the China’s basic education. After the above study of the hypothesis and the outline of related descriptive analysis, the check analysis of the hypothesis will be conducted. The positive impact of the equalization of the four factors on school funds configuration, material resources and faculties, etc. will be verified through collection of relevant data and quantization of indicators with the multiple regression analysis method of statistical test, Finally, the hypothesis will be verified through relevant empirical analysis that education policies and systems, macro-economic and demographic factors have a certain influence on the development of basic education in our country. The government and educational administrative departments must take timely and effective measures to promote the balanced development of basic education, pursuing equilibrium in development, and promoting development in equilibrium.
