Education is very important for the society development. The basic education as astarting point of education project leads to the significant influence in each person’s life.Because the young people are not mature, a good education can lead them to establish apositive outlook on life, otherwise they will feel dark, even on the road to crime. Therefore,the problems of basic education should be discussed.In this paper, the status, development process and reasons of the existence problems ofbasic education fairness according to fair education condition in the Changchun city. Thespecific measures were suggested according to many scholars theoretical basis and theeffective urban management experience of educational injustice. I hope the results canprovide some useful information and assistance for basic education in Changchun.The full text is divided into six parts. The first is the introduction. The background,significance, research progress, study methods and innovation o solve the problem aredescribed. The second part introduces the concepts of education balanced, equitableeducation and basic education. The third section describes the basic education in status ofChina, focusing on basic education situation in Changchun City. The fourth part analyzes thedeficiencies and reasons of balanced development of basic education. It mainly elaboratedand analyzed from four aspects including education starting point, the process of education,educational outcomes and educational resources which can be drawn several reasons fromthe government point and a social perspective. The fifth part indicated the correspondingcountermeasures based on the reasons of the unfair education. Final is the conclusions.
