Research On The Value Deviation Of The One-child Policy In Our Country

The One-child policy is part of the family planning policy and is an important population planning policy in China.From the beginning of the introduction to the policy abolished period(1979-2015),the policy has been controversial.The value tendencies embodied in policies determine their goals and their own legitimacy and legitimacy.The causes and explanations of the one-child policy dispute are diverse,but the root causes may be due to the deviation of values in the formulation and implementation of the policy.Therefore,this article intends to study the value bias of the one-child policy,specifically,the following progressive sub-problems: First,what are the criteria for determining the policy value bias? Second,is there any value in the policy objectives and implementation of the one-child policy? If existence,it is reflected in what aspects;Thirdly,what is the value tendency reflected in the process of implementing the one-child policy? Is there any deviation of value,and finally,what are the causes of value deviation?The main research contents of the article include four aspects: Firstly,the article expounds the public value in the one-child policy of our country through the existing literature research,using the public value,public value set and PV-GPG theory as the basis for the only child Policy whether there is a standard deviation of the value of judgments;second,combined with demographic research results,to explore whether the value of the results based on the implementation of policy bias.Thirdly,the author uses the slogan of one-child policy to analyze the value tendency reflected in the policy implementation and discusses the manifestations based on the consensus public value bias.Finally,the article discusses the reasons for the value deviation of public policy and the value conflicts.The main conclusions of this study are as follows: First,the one-child policy in addition to carrying results-based public value-"China’s population and social and economic development are coordinated",but also carries consensus-based public value,divided into four categories: one Is the value associated with public administration and citizenship,such as the rule of law and the protection of individual rights;secondly,the interactive value of public organizations and the surrounding environment,such as responsiveness and competition;thirdly,the value of social benefits related to the conversion of public interests to public policy,Such as citizen participation,democracy,etc.;Fourth,the public sector’s contribution to the value of society,such as common values,sustainability and so on.The content of these values is an important basis and standard for the existence of the policy’s value deviation and the content of determining the value deviation.Second,judging based on the public value of the result,part-value bias exists in the one-child policy,which realizes the policy goal of "controlling the population size" but lacks consideration in "coordination between population,economy and society" Serious demographic imbalances.Third,judging by public opinion based on consensus,the implementation process of the one-child policy has value deviation.The concrete manifestation is that the implementation of the policy embodies the values of pursuing efficiency,collectivism,social control and sustainability,making the formulation and implementation of policies full of domination and planning,which is contrary to the public participation,democracy,responsiveness and other public Value,lack of the public value related to the rule of law,protection of individual rights,trust,etc.related to public administration and civil relations in the process of policy implementation;and the result of policy implementation also shows that it has not achieved the goal of "coordinating China’s population with social and economic development" Instead,the goal is to bring about the crisis of "low birth trap",the phenomenon of "getting old before getting rich and getting rich",and the lack of sustainability in questioning the dignity of the international community.Fourth,the value orientation of public policy diversification and government governance system is not perfect,lack of governance capacity may be the value of public policy,an important source of bias.
