| Since the "People’s Grants" system was introduced in1952. The state has formulated a series of educational policies to meet the needs by social development and higher education’s development, conclusively in order to solve students’economic problems at school. The National Grants system has been formally established for nearly6years since2007. During these years, the implementation of the policy has solved many poor students’practical difficulties in universities, especially some vocational colleges and achieved the government’s public management functions. But at the same time, under the new situation and to a certain extent, the existence of defects in the policy itself has affected negatively the government’s public management functions to achieve efficiency.This paper adopts the methods of literature data collection, collation and analysis to explain the development of the policies of university scholarships, various historical stages of the relevant provisions and college scholarships implementation of the policies in recent years. Meanwhile, in order to understand the present students’awareness of the current state policy of college scholarships and the actual implementation of the policy effect, field research and interviews has been conducted upon two vocational colleges in Changsha. Taking all aspects of the research, deficiencies have been founded as following value orientation is unclear, identified system is unscientific. At the same time, the executive system in the process of policy implementation is not independent and professional; propaganda work is imperfect, quota allocation system becomes rigid, lacking psychological support and other issues. Compared to the related systems in the United States, Britain, Japan and other developed countries, the following advice has been put forward to China’s current policy reforms:clearing state grants policy values; formulating scientific standards and assessment procedures; clearing the main body in the execution of policy implementation and strengthening its functions;intensifying propaganda; setting up aid policy "package"; increasing the intensity of double-check to establish a long-term supervision mechanism; reinforcing the psychological aids. |
