Education policy process including education policy decision-making,implementation,evaluation of three links,is the backbone to carry on the education policy research,perfect the process of research in education policy,to promote the development of the whole education policy has the vital significance.Since the late 1990 s,China's education policy research has gained wide attention.Some scholars believe that education policy research is the policy decision of education.Some scholars believe that education policy research is the implementation research of education policy.Other scholars hold other views.Although the research on education policy is gradually unified,it can be seen that there are academic disputes in the process of education policy research.The author thinks that it is necessary to build a common research paradigm of education policy process used to build the research paradigm of reflection on the reality of education policy process research,process of education policy Suggestions,in order to improve the level of theory in the study of education policy process,promote the education policy process to raise the level of the theoretical and scientific research to better guide the practice of education policy process study activities.The author thinks that the education policy process research paradigm is the theoretical basis and research elements formed by the combination of theoretical framework,organic this research expounds from four parts:The first part,introduction.This study mainly the research background,research purpose,research contents,literature review,research significance and research ideas and research methods of this study are expounded.The second part,the process of education policy research paradigm theory and demonstration.To define the core concepts first,secondly to build research paradigm,and with words from the chart,two aspects of theoretical basis and research elements are expounded,then the level of theory and practice of research paradigm.The third part,the problems existing in the process of education policy research and analysis of the causes.With construction research paradigm in contrast,the practice of the education policy process,find out the theoretical basis,research subject,research contents,research methods problems in four aspects,and carry on the reason analysis.The fourth part,the process of education policy research countermeasures and Suggestions.According to the analysis of the causes of these problems,and puts forward the policy process of improvement suggestion.This research through the discussion of the above four parts,hope it is helpful to the study of education policy process researchers.
