With the rapid development of higher vocational education,the reform of higher vocational colleges has been advancing.In many aspects of reform,teacher performance reform occupies an important position.To further adapt to the development of higher vocational colleges in the new period,higher vocational colleges should establish a scientific and advanced teacher human resources management system to provide a good environment in order to fully leverage teacher talent.In the human resources management,teacher performance management is always a crucial problem.The establishment of scientific and feasible teacher performance evaluation system is one of the important issues at present,which directly affects the healthy development of higher vocational education.Based on the performance management theory,established in the research status and practical results of current teacher performance evaluation,combined with the basic situation of higher vocational colleges,to analyze the status quo of the implementation of performance appraisal in higher vocational colleges.Based on the theory of performance appraisal,the paper reviews the contents,characteristics and principles of performance appraisal,and summarizes the basic ideas and directions of teacher performance appraisal.Based on the analysis of the current situation of the national higher vocational colleges,this paper analyzes the advantages and disadvantages of the performance appraisal of the public higher vocational colleges,and summarizes and combs the reform policies and opinions at the national level.On the basis of drawing on the relevant achievements,this paper constructs the performance appraisal system of higher vocational colleges and explores the practical operation methods and paths.The case analysis of Shandong Vocational College of Vocational and Technical Education illustrates that the evaluation model should be constructed from various aspects including ability,work environment and work performance.Furthermore,index weights should be determined reasonably by using analytic hierarchy process to construct a relatively reasonable performance evaluation system.The difference of this paper lies in proposing that the teacher performance evaluation system of higher vocational colleges should orient towards motivating teachers' self-improvement and highlight their professional personnel training ability.Furthermore,we propose to enhance comprehensiveness and feasibility of the index system and method as well as carrying out practice and application on the index design.This paper studies the performance evaluation system of teachers in higher vocational colleges,and proposes that the higher vocational colleges should establish a scientific performance appraisal system,and must follow the supervision and encouragement.And through practice and testing,and constantly enrich and improve the performance appraisal system to make it more conducive to the improvement of teachers' ability and improve the quality of students,and enhance the organizational efficiency of the school and the inherent competitive strength.
