| Our country is making every effort to promote vocational education with Chinese characteristics.The management and development of higher vocational colleges have also received great attention.Teachers’ performance appraisal,as an important part of deepening educational reform,has attracted the attention of colleges and universities in recent years.The performance of public affairs in higher vocational colleges is related to the long-term development of schools.Therefore,constructing effective performance appraisal system for public affairs is a problem that every vocational college should not neglect.By means of investigation,interview and data statistics,the paper finds that there are many problems in the performance appraisal of teachers’ public affairs work in Higher Vocational Colleges at this stage.Although all kinds of Higher Vocational Colleges in China have carried out the reform of performance pay,explored and tried in many aspects,such as the innovation of the evaluation system,the refinement of the evaluation indicators,the classification of post assessment,accumulated various practical experiences and achieved some results,there are many problems in the implementation of performance plan,especially in the public sector.In order to solve these problems,improve the management level of the school and promote the long-term development of the school,it is necessary to study the performance evaluation of the public affairs work of teachers in Higher Vocational colleges.Through literature review,this paper summarizes the performance appraisal experience of some domestic and foreign universities,and combines the characteristics of Higher Vocational colleges,through expert scoring method and analytic hierarchy process,constructs a performance appraisal model for teachers’ public affairs work,verifies the feasibility of the model through case analysis,and provides performance for public affairs work.Assessment has established a security system to achieve the smooth implementation of performance appraisal of teachers’ public affairs in Higher Vocational colleges.This study shows that:(1)At present,there are few studies on performance appraisal in Higher Vocational Colleges at home and abroad,especially in public affairs.(2)At present,the teachers and staff in higher vocational colleges are less satisfied with the current performance appraisal system of public affairs,mainly because of undemocratic setting of indicators,unscientific appraisal process,insufficient incentive of appraisal results and lack of guarantee of appraisal system.(3)The performance appraisal of public affairs of teachers and staff in higher vocational colleges should combine the appraisal of teachers’ morality and style with the appraisal of specific affairs,which fully reflects the ideological accomplishment and professional ability of contemporary teachers.(4)Effective incentives to teachers and staff contributing to public affairs can promote the long-term development of schools,and promote the realization of the overall performance goals of schools through the realization of individual performance goals. |
