Research On The Obstacles And Paths Improvement Of Promoting The Science And Technology Innovation Ability In Colleges And Universities

With the advent of the era of knowledge economy,the science and technology is the core strength and key power to promote regional development,national prosperity and social progress,having the vital significance for the construction of an innovative country and enhance the international competitive power.Colleges and universities is an important part of scientific and technological innovation system,shouldering the heavy responsibility of knowledge innovation and technological innovation,playing an essential role to enhance regional and national scientific and technological strength.Therefore,colleges and universities of science and technology innovation ability is an important link of national science and technology innovation system construction.At present,our country's higher education obtains great progress and some achievements,but the university of science and technology innovation ability has not been fully realized.Whether it is from the college of the importance of regional innovation systems and national innovation system is concerned,or to enhance the competitiveness of colleges and universities in terms of its own building world-class universities,colleges and universities to enhance scientific and technological innovation are particularly important.The statistics data between 2006 and 2015 years is the paper's basis.?The collected materials of statistics data about university and college science and technology?published by Science technique department of Ministry of Education is the paper's foundation.The paper makes use of longitudinal comparison to research the present situation of the university of science and technology innovation ability from three aspects: the basic resources investment,innovation product and promotion transformation,international exchanges and cooperation.According to the current analysis,it found that science and technology innovation ability of colleges and universities in the process made some achievements,but there are some shortcomings.Including a lack of innovative talents,irrational allocation of research funding,the quality of scientific and technological innovation and transforming way less low,slow progress in international scientific and technological cooperation and other issues.According to these problems identified constraints scientific and technological innovation ability aspects include government support,university management,and platform construc-tion etc.After the collation and analysis of data,the article makes an empirical analysis on technology innovation of colleges and universities.It takes Tianjin universities as an example.In the paper,it uses principal component analysis method and summarizes the main factors affecting the Tianjin university science and technology innovation ability.Then the paper adds disciplines construction to the influencing factors of university science and technology innovation ability.On this basis,combined with the success of university technology innovation capability of foreign,the article proposes the ascension path to enhance scientific and technological innovation from the government,universities,enterprises three angles.
