Study On The Improvement Of The Ability Of Science And Technology Innovation In Medical Universities

During the period of Tenth Five-Year Plan, through the tireless efforts and hard working, Nanjing Medical University (NMU) has made the fruitful achievements in the construction of discipline, scientific research platform and scientific research. Meanwhile, following the capability strengthened in many medical universities by recombinating with the comprehensive universities and independent set of medical universities chasing tightly, the competition among the domestic medical universities has been changed violently. The competition between the universities mainly reflects as the ones in respects such as discipline construction, talent team, social reputation, student quality and so on, however, the most important one is the competition of the ability of the scientific research innovation after all. To improve the issue of the scientific research innovation ability, many domestic and international scientific administrators or scholars engaged in front-line scientific research has been taking the studies from different aspects, especially illustrating some characteristics and laws of university's scientific and technological innovation mainly from the two aspects: concepts innovation and mechanism innovation.At present, new situation, new task and new demand of our country construction endue the universities the historical responsibility in senior specialized talents training, science and technology development, social service, and social leading. It is a great subject in face of the scientific research administrator in universities that how to adapt the requirements of new situation in order to accomplish this historical mission and further realize the great-leap-forward development of universities construction. During the period of Tenth Five-Year Plan, the central authorities required Jiangsu province to realize the "double-first" in the whole country. As a key provincial university, the NMU actively responded the calls from the central and provincial authorities, proposing in the near future plan that, by the end of Eleventh Five-Year Plan, it will occupy the advanced ranks in universities in Jiangsu province in such aspects as discipline construction, talent training, scientific research, management, and efficiency of university construction, and further becoming the high-level research-teaching type of medical university with characteristic, multidisciplinary. And then through the efforts of 5-15 years, it will make the comprehensive strength of the school rank among the forefront of the independent set of medical universities in the whole country in order to realize the goal of the school strength with better structures, higher level, stronger capability. However, the basic route to realize this goal should improve the whole innovation ability, most of which is the improvement of scientific and technological innovation ability.Based on the issue of the improvement of the science and technology innovation ability in universities, the present study is divided four parts. Part one mainly summarizes the NMU achievements in scientific research, and then try to find out the disparity between the domestic and foreign medical universities with the horizontal comparison. Part two, according to the current problem existed in the scientific and technical innovation of our university, discusses separately from the two aspects that are the coexisting from challenge and opportunity of scientific and technical innovation and the factor influencing the scientific and technological innovations in our university. Part three probes into the scheme from the macroscopic and microcosmic aspects, mainly focuses on the problem of the transformation for the medical scientific and technical achievements. Part four mainly illustrates the reasons why we adopt the above-mentioned countermeasures, some important principles which should insist on in scientific and technical innovation, and several relationships that must be deal with in the system and mechanism construction.On the basis of the development trend of the scientific and technical innovation in domestic and international medical universities, following the spirit from the Central and Provincial authorities, and combination with the development strategy of our university, the present study launches the discussion from the key elements of the scientific research and the improvement of the innovation ability using the methods such as document retrieval, theoretical analysis, social investigation and comparison, and so on. The study also illustrates that how the scientific research administrations in universities, not influencing the interests of the scientific researchers, lead them to conduct the scientific research depending on the requirements of country developing strategy and people's livelihood situation, and where, being quickly and well not violating the spirit of science, to realize the larger improvement of the scientific research level of our university, and thus realize the magnificent goal for the great-leap-forward development that our university should transfer the type from teaching-research to research-teaching.
