The report of the 17th national congress firstly puts "improving the ability of independent innovation and building the innovative country" as the core of the national development strategy, and clearly rises to strengthen the construction of national innovation system. The colleges and universities as an important part of national innovation system is the main force of national science and technology innovation, and the base of the knowledge propagation, technology innovation, knowledge innovation and high-level talents in the training, meanwhile undertakes the important mission in technology innovation process. In this sense, evaluating technology innovation ability of the colleges in Henan province objectively and comparing with the six provinces of central China and the national advanced provinces to position accurately the position of the science and technology innovation ability of Henan's universities, will be beneficial to promote the enhancement of S&T innovation ability of Henan's universities, and thus enhance the innovative ability of Henan's regional innovation system.This paper mainly studies these contents:â‘ Based on the concept and connotation of elaborating S&T innovation ability, we use the foundation of colleges' science and technology innovation, the input and output capability of science and technology innovation, the transformation ability of technological achievements and environment support ability of scientific and technological innovation, to establish a set of relatively complete evaluation index system. The index system includes five primary indexes,12 secondary indexes and 36 three level indexes.â‘¡According to the index system, we analyzed comprehensively the current situation of science and technology innovation ability of Henan's universities in 2008. The results show that the inputs on science and technology innovation ability of Henan's universities are less; the output is more, but the proportion of high quality on technological achievements is smaller; colleges' transformation capability of scientific and technological achievements is not strong.â‘¢Then using "vertical and horizontal" open class method to conduct dynamic analysis on science and technology innovation ability of Henan's universities. Results show that, overall, the total trend of science and technology innovation ability of Henan's universities is become well year after year; and according to the variation scope of maximum sequence difference, Henan belongs to the sub-steady development state.â‘£ccording to the data envelopment analysis (DEA method) and Malmquist index analysis method to conduct performance analysis on science and technology innovation ability of Henan's universities. The results show that Henan's university is non-DEA effective in 2008; judging from the dynamic analysis results, the performance level of Henan's university is gradually rising; and the input-output's total factor productivity level of S&T innovation is the overall rise trend.
