Gansu Community Correction And The Judicia Social Work Intervention

Community correction is a kind of non custodial penalty system,which is corresponding to the prison penalty,and it is a kind of punishment system which is widely practiced in the world.The decision of the CPC Central Committee on deepening the reform of a number of major issues in the third Plenary Session of the18 th CPC Central Committee clearly stated that "to improve the community correction system".The party’s the fourth Plenary Session of the 18 th CPC Central Committee passed the "decision" of the CPC Central Committee on promoting a number of major issues of the rule of law pointed out the need to improve the system of penalty enforcement,unified execution system of punishment,establish "community correction law".Gansu Province,the community correction work in2010 began a comprehensive trial,after the pilot,expanding the pilot,to the overall implementation of rapid development,in accordance with the law,the effect is obvious,and gradually establish around the Party committee and government of the unified leadership,organization and implementation of the judicial administrative department of the relevant departments,coordination,leadership system and working mechanism of social forces to participate in a wide range of community correction.The community correction work to achieve full coverage.Because of the work of community correction in Gansu started late,weak foundation,poor security,many difficulties and problems still exist in practice,is the main subject of correction and correction of cognitive friction,cohesion and decision authority of the executive organ of the poor,comprehensive management under the logic to supervise management as the center,community correction factors and double color fade out.These problems affect the healthy development of the work of community correction in Gansu,to explore and summarize some suitable conditions in Gansu province and the characteristics of new ideas and new methods,such as judicial social work in its own professional advantage to participate in the work of community correction.Through the research and thinking of this paper,the author hopes to provide reference for speeding up the legislation of community correction in Gansu and improving the execution system of punishment with Chinese characteristics.
