| The article focus on Yanshan university,and synthetically adopts literature,case studying and interviewing method to study the theoretical basis,background,purpose,feasible condition,development course,implementation mode of this system,and summarize the Yanshan University has gained some success,for example,it has been relieved the problem of Yanshan university’s that the high quality of youth talents introduction is restricted by being short of staffing;has been widened postdoctoral recruitment channels,reduced the risks of personnel absorbing and ensured the quality of new teachers introduced,etc.The operating problems in implementing the system,for example,the system gives temporary contradiction relief within its valid term,it can’t be solved fundamentally;it lakes scientific assessment mechanism;incentive mechanism are short;the way of culturing is single;the recruiting postdoctoral teachers’ distribution are imbalanced and its academic structure need to be further optimized,etc.And give some suggestions to consummate it,the government should make official documents to establish the authority and provide institutional guarantee of postdoctoral teachers system;should give staffing loosening and free the postdoctoral teacher policy from playing the role in relieving contradiction due to lacking of staffing and make its available talent and teacher-training role bring into full play as much as possible.The university should expend postdoctoral research stations’ building to provide broad implementation system platform;should perfect assessment mechanism to give postdoctoral teachers comprehensive evaluation;should stick to “bring in and go out”principle,and apply diverse cultivation ways;should enhance the postdoctoral teachers’ salary and welfare and promote the incentive mechanism and strength the humanistic care;should create superior conditions to attract P.H.D.s which from domestic and overseas in order to expand the recruitment range of postdoctoral teachers to further optimize its academic structure. |
