The bottlenecks and problems encountered China economic development in recent years have shown that in addition to relying on capital investment,labor and other factors of production increase,with technological progress and improving the efficiency of production factors and improving labor productivity which can promote sustained economic growth.At the same time,education maybe promote the progress of technology,and can lead to the accumulation of human capital.The development of education especially higher education will become a booster of the progress of science and technology,leading the transformation and upgrading of the economic structure of the only way which must be passed.In this paper,the comparison of higher between the eastern and Chinese and the developed countries are proposed.The funding of higher education in our country has certain achievements while looking for problems and shortcomings still exist.Secondly,a new the fuzzy soft clustering algorithm is constructed.The nineteen provinces in the central and western regions of our country are subdivided into three types.Through the improvement of the GA-CFO-FCM algorithm,the more accurate classification of the economic development of the imbalance of the nineteen is divided into three categories.Again,the Cobb Douglas model was modified to make it more in line with the objectives of this paper,and a large number of data collected in the operation of the more than ten thousand.The final conclusion of the contribution of the central and western provinces of economic growth rate is summarized.Finally,according to the existing problems,the paper some practical policies and suggestions are put forward.
