Recently, the Economic cooperation of integration among Beijing, Tianjin and Heibeiprovince is increasingly deepened. In the process of cooperation, however, Hebei Provinceis always in the subordinate position. The radical reason is the lower economicdevelopment level which limits Hebei Province for a long time. With the development ofeconomics, human capital, which can sustainably drive the economic growth, plays a moreimportant role than the physical capital.On the basis of Cobb-Douglas production function, this paper uses the relevant dataof Heibei province from1978to2010and then proved that the economic growth mode inHeibei province is still extensive. The specific methods are measuring the contribution ofhuman capital to Heibei province by using statistics methods and comparing contributionrates of various factors. And then the writer tries to explain why Heibei has a lowercontribution rate of human capital in three dimensions including the industrial structure,educational levels and brain drain and proposes how to deal with the issue. The wholepaper includes six chapters, and the contents are as follows. Chapter one is the introductionwhich is constituted of the summary, the framework, the main definitions, the researchmethod and the creation in the work. Chapter two reviews the domestic and abroadresearch results and summarizes the main research directions in this field. Chapter threeanalyses the situations of various factors effecting the economic development of Heibeiprovince. Chapter four quantitatively analyses the effecting factors using modified Cobb-Douglas production function and then concludes the reasons for the lower contributionsrate of human capital. Chapter five and six are relevant policy advices.
