Fiscal funding on education has reached 4% of the grose domestic product(GDP)which is the important measure to promote the high quality development of higher education by the National Medium and Long Term Education Reform and Development Plan(2010-2020).The efficiency of the fiscal funding on education becomes a common concern of the government and society by the increasing of government financial input.The performance evaluation of fiscal expenditure on education can greatly improve the fiscal investment which is an effective way to achieve the goal of rational allocation of financial resources.With the background of Innovation Enhancing College this paper assess the effectiveness of the financial investment on education of Guangdong province.Using the theory of Performance Evaluation of Government Public Projects and Financial Education Expenditure Performance Evaluation,the paper analyses the aspect of Mechanism reform,discipline construction,personnel training,scientific research,innovation and comprehensive performance platform.The paper summary the achievements at present and point out the problem still have of the Innovation Enhancing College project and then give the suggestion such as strengthening performance management,improving performance evaluation indicators and establishing effective performance monitoring mechanism etc.Through the study of the performance evaluation of Innovation Enhancing College,this paper will further improve the performance evaluation level of Guangdong Education Financial Expenditure Project,and provide the theoretical guidance for other nations and other provinces to conduct the similar project and provide some reference to the public policy making and of public behavior implementation.
