With the accumulation of talent project in recent years, talent investment are continued to increase. The national implement kinds of measures strongly and effectively, while some problems and deficiencies also exposed. At the same time, the research on performance evaluation of talent project still focus on the aspects of economic and scientific and technological, lacking of systematicness and integrity. Therefore, this study took Jiangsu as the research object of this study, discussed the reality and theory meaning from the perspective of demand and development, constructed talent project performance evaluation system, thus riching talent project performance evaluation theory and providing basis and reference for the promotion of talent project performance at the same time. Based on the theory of government public project, the study explored the connotation of talents and talent project and explored the theory of talent project performance evaluation combining the performance evaluation theory. From two axial of time(vertical) and geographical(horizontal), the study analysed the status and trend of the implementation of talent project in Jiangsu. According to the theoretical research, the current situation and the evaluation system principle, evaluation indicators are selected, and then the performance evaluation system of talent project is constructed. Through the AHP method indicator weight was determined. basic data of talent project performance evaluation was obtained by the means of expert evaluation and questionnaire survey. Heterogeneous basic data was normalized through the statistical analysis. At last, the evaluation model was applied to Jiangsu Province. The study precipited problems based on the evaluation results, and put forward the countermeasures and suggestions. The main contents of this study include:(1) According to the theory and current situation, the study constructed the "Government-Enterprise-Society" holographic talent project performance evaluation system from two focus of reality and development, including dominant information and potential information of the talent project. The evaluation system includes 10 criteria layer factors: government strategy performance, the government execution performance, performance of government services, enterprise talent project performance, enterprise talent environment performance, brand effect, social confidence, urban open, innovative entrepreneurial atmosphere, the quality of life of urban residents; and 22 scheme layer indicator(talent scale, personnel carrier, talent efficiency, etc.).(2) The study evaluated talent project performance of Jiangsu Province and its’ subregions(southern Jiangsu, central Jiangsu, northern Jiangsu) using holographic talent performance evaluation system, thus getting 1 strong indicator, 23 benign indicators and 12 vulnerable indicators. Specific evaluation results are: 1) The whole province and subregional talent project comprehensive performance are in benign interval; 2) Government service performance, enterprise talent environment performance, social performance(except southern Jiangsu) of the whole province and subregional are in vulnerable interval; enterprise performance of central Jiangsu in are in vulnerable interval; 3) Government execution of southern Jiangsu performance in a strong interval, other indicators performance are in benign interval.(3) The study precipitated the existing prominent problems of talent project construction in Jiangsu Province from the vulnerable performance indicators: Superiority effects, clusters effects and radiation effects do not appear effectively; Government services and security are not in place; Enterprise do not play their full role in the construction of talent project; Social effects of talent project is poor; Talent project construction has obvious regional differences; It lack of professional management support. According to the above, countermeasure system of "top design + target management" was put forward to promte the talent project performace.
