A Study On Knowledge Innovation Associations In College And Performance Evaluation

Science, as the social productivity force exists in the form of "knowledge", which has to be transformed into practical productivity force and generate economical profit before it could promote social development. Accelerating the transformation speed from "knowledge" and scientific achievements to practical productivity force is the key in the connection between science and economy and also the crucial guarantee in maintaining the rapid economical development. Knowledge innovation association is one of the most effective methods in promoting the transformation from knowledge to economical profit and the consequential product of technology innovation and economical development. The traditional production, knowledge and investigation association was being operated mainly through enterprises and was deeply influenced by planned economy mechanism, which led to the barriers among the association members, the insufficient resource exploitation and the passive position of the association in innovation. Colleges are the main body of the national knowledge innovation system. Adequate development of the advantages of subjects combination and investigation strength, the establishment of productivity, knowledge and investigation model based on colleges and making full use of the subjects and talents advantages could take the responsibility of developing, creating and transforming knowledge and become the main force of the national knowledge innovation system and national scientific advancement while spreading knowledge and nurturing talents. In2011, president Hu requested to implement the "Colleges Innovating Ability Promotion Plan (shorted as "2011plan")" in his key speech, which vigorously promote the coordinative innovation, promote the organic integration of science, economy and culture in colleges education and support the innovative country and the construction of strong human resource country. Hence, it is of important meaning in investigating new knowledge innovation association.In this article, it analyzed that the traditional knowledge innovation associations are mainly composed by enterprises and the direct starting point of which is the maxim economical benefit, on the theoretical basis of which the self-renovation ability of colleges and scientific research institutions are mobilized in an effort to promote the social economical development from the starting point of transforming the knowledge innovating maximization to economical benefit maximization by applying to the social networking methods in constructing a new productivity, knowledge and investigation association. It studied and analyzed the relevant knowledge innovating association and discussed the relationship between the construction of associations and members applying to the social networking study method. It made clear that colleges are the main body of the associations and promoted that knowledge innovating performance is the new innovative association performance. The index mark of the knowledge innovating associations performance are further established.By referring to the research conclusions of oversea scholars and connecting the real studying objects of this research, it established the main body index mark evaluation system of the knowledge innovation associations that are based on social networks. There are three first degree indexes given:association networks, main body of knowledge innovation and social contributions; eight second degree indexes:stability degree of the networks, strength of the associations, incomes from science ownership transferring, incomes from patent transferring, the amount of scientific projects authorized by enterprises and institutions, the amount of the national projects, the recessive and the dominant performance.Aimed at the indexes system of performance evaluation system, a performance positivism analysis into over20colleges in Beijing from2001and2011with questionnaire method was conducted. From the credibility and efficiency test, the result was quantized by the factorial analysis and hierarchy analytic methods. At the same time, the main body performance evaluation system of the knowledge innovation associations based on social networks has been given a function model construction. The faceplate statistics of the high-tech science transferring ratio in Beijing was concluded by referring to the real faceplate statistics and consumption function model. On the basis of the previous analysis, the policies and advices for establishing and perfecting the knowledge innovation associations in China were proposed. The advices are about the inner operation mechanism, bring each main body into full play and the maximization of scientific results, which are proposed in an effort to promote the better development of the knowledge innovation associations in our country.This paper contains43Figures and20Tables,110Chinese references,81English references.
