Research On The Performance Evaluation Of Subsidy For Poor Students In The L Independent College Based On Fuzzy Comprehensive Evaluation Method

As a new product of our country’s higher education,independent colleges have developed for over two decades,the scale of undergraduate students are getting larger and larger,so the proportion of poor students had increasingly apparent.With the development of financial policies,the independent college was incorporated into the National Assistance Policy to carry out aiding the poor students with the same way for public university in 2007,due to there are some different characters between independent colleges and universities,such as high tuition fee,trending towards profit,duality,which lead to still a series of problems in the process of subsidizing.This article is based on reviewing the theory of project life cycle management and project process management,using the method of Fuzzy Comprehensive Evaluation and Analytical Hierarchy Process（AHP）,and analyzing the existing problems of independent colleges,such as complicated and disorderly management,tedious and in a mess,trivial clerical work,fragmented and out-of-order work methods,lack of energy,initiative,innovative and poor cooperative capability and so on.First of all,we should introduce the concept of project management,treat the funding work as a funded project,improve the repetitive funding model,and change the concept of work without initiative or innovation.And then,from the perspective of performance evaluation,the paper discusses and studies the existing of problems in the financial aid of poor students in independent colleges,divides funding into five phases,including input initiating phases,execution phases,supervision phases and output closing phases,to construct an index system for the performance evaluation of the financial aid of poor students in independent colleges,containing 5 first-level indicators and 24 second-level indicators,to standardize and guide the whole-process management of the funding of independent colleges.Then,based on this evaluation model,this paper carries out an evaluation analysis on the L College of subsidizing of poor students,designing a questionnaire,collecting data,and using a fuzzy comprehensive evaluation on the financial aid of poor students in L College,and obtaining the performance evaluation results of the subsidizing of poor students in L College.Finally,based on the results to put forward some suggestions,such as:enhancing the overall awareness,transforming the division of labor model,integrating management,and encouraging and supporting the construction of cultural significance and so on.
