With the rapid development of reform and opening up and the rapid development of China's economy and society,talent in the process of innovation playing a more and more important role,talent as the leading role of the first resources increasingly obvious,all places continue to intensify efforts to introduce all kinds of high-level talent.In the new situation,Whether Xinyi can grasp the opportunity of talents' priority development and enhance the efficiency of talents is closely related to the development and future of Xinyi's economy and society?In recent years,at the same time of introducing high-level talents,the talents in Xinyi often have the problem of low efficiency.The paper starts from the present situation of the talent working in Xinyi City,analyzing the reasons from the introduction of high-level talents,the construction of the carrier platform,the management and service after the introduction of talents,then according to the problems,break them one by one.The main problems of the low efficiency of the talent are the following:the introduction policy of high-level talent is not enough;the service of high-level talent is not enough;the introduction policy supporting measures for the high-level talent is not perfect;the concept of introduction of high-level talent falls behind.Finally,the author puts forward the measures to improve the efficiency management of Xinyi high-level talents: increase the supporting measures to the high-level talents,encourage enterprises to cultivate and attract high-level talents;the government sets up the base of talent introduction,strengthens the soft environment of attracting and motivating talents construction;increase financial investment to ensure the implementation of high-level talent to implement the policy,to form a concerted effort to improve the high-level introduction of talent in Xinyi City.This paper finds out the reasons of low efficiency and puts forward the concrete improvement measures,which is of great significance to further improve the efficiency of the introduction of high talents and promote the economic and social development of the city through the study of the high level of talent introduction in Xinyi.
