Resource management believes that people are the most important resource.High-end talents are the most valuable human resources.How to effectively exert the value of high-end human resources determines the overall utilization efficiency of resources within a time-space.As early as the middle of the 20 th century,the international developed countries began the introduction of high-end talents,which was specifically expressed in favor of foreign highend talents.In recent years,China has gradually recognized the importance of high-end talents,and first-tier cities have begun to formulate their own high-end talent introduction programs.As a first-tier city,Guangzhou should also establish a high-end talent introduction plan in line with its own development.However,there are certain problems in the current high-end talent introduction strategy in Guangzhou,which are characterized by policy priorities,long-term policy issues,talent carrier issues and policies.Execution problems,etc.The abovementioned problems have had a major impact on Guangzhou's high-end talent introduction policy.Based on this,this inquiry takes the introduction of high-end talents as the perspective,and Guangzhou City as the specific research object.Based on the analysis of the problems existing in the talent introduction policy of Guangzhou,the corresponding The perfect strategy to promote the improvement of Guangzhou's high-end talent introduction policy can be divided into four parts:The first part is the introduction part,which mainly analyzes the research background,research significance,research situation at home and abroad,and the research innovation and deficiency of this research,fully demonstrates the research background of this research and lays a research foundation for further research;Part of the theoretical analysis part,this study selects the "human capital" theory,Maslow demand theory,two-factor competition theory and comparative talent advantage theory as the basic theory,on the basis of sufficient analysis,for the following problems analysis and strategy The analysis lays the theoretical foundation;the third part is the problem analysis part,which mainly analyzes the current high-end talent introduction policy in Guangzhou,fully analyzes the problems existing in the policy,and lays a realistic foundation for the later analysis of the strategy;the fourth part is the strategy analysis part.Combined with the conclusions of theoretical analysis and problem analysis,it puts forward corresponding suggestions for improving the introduction policy of high-end talents in Guangzhou.
