The New Professional Farmers Training Under The Background Of Land Circulation

Since China's reform and opening up,China's rural development has made remarkable achievements.But with the rapid development of industrialization and urbanization,more and more farmers stream into cities,there are new problems with the old household contract system,such as abandoned land,low productivity issues,etc.Looking for a new reform breakthrough,as the general trend,become the key to development of the current rural reform.With the support of central and local government,the reform of rural land management mode begins,of which the rural land circulation and realizing scale management become a pilot reform work and are adopted in many places with good results.But some new problems appeared in the process of pilot such as the cultivation of new type of professional farmers training problems also can not be ignored.The government should pay great attention to the problems.Because cultivating a group of educated,skilled,good at managing and understanding polices is the key to realize agricultural modernization as well as increase agricultural productivity.On the base of field investigation of XX county,this thesis study from the perspective of rural human resources development,how to carry out the training for new professional farmers under the background of land circulation.This research mainly includes four parts:First part is analyzing the social necessity of new professional farmers training.Land circulation can resolve the problems of abandoned land,lazy-cultivating and promote the development of the modernization of agriculture.In the final analysis the agriculture modernization development depends on farmers.Thus cultivating a batch of educated,skilled,good at managing and understanding polices is necessary for the development of mode agriculture.The second part the research of the policy environment of ne professional farmers training.New professional farmers training is an act of huma resources development and in the near term it is difficult to receive the desired effect Nowadays,the training faced a series of new environmental constraints,including that policy support environment has not yet formed,the training system is very imperfect,rural human capital accumulation is insufficient,training system is not perfect,the lack of rural human capital accumulation,etc.The third part is a case study.Taking the XX county of Henan province as a case,through the questionnaire and interviews,this study tries to have further understand of the status and problems in the new professional farmers training during the current land circulation process.The forth part is the new thought for providing some useful suggestions for the future development of new professional farmers training.
