The formulation of the policy of "universal two-child " in the 18 th National Congress of the Fifth Central Committee has aroused wide attention from all circles of society.The direct effect of fertility on women is to take up more family time and working hours.Enterprises first consider the increase in the cost of labor for women,especially married women,the employer will set employment barriers,women in the labor market is more vulnerable to employment discrimination.The termination of the family planning policy,the liberalization of the two-child policy,and the exposure of gender discrimination to public scrutiny again.Due to the impact of traditional ideas,the full two children within the policy of radiation within the women,enterprises will be in the entry,promotion and career development by the subjective constraints.Sex Discrimination As a "stumbling block" on woman's employment,woman's employment situation is caught in a new dilemma with the full liberalization of the universal two-child policy.Two-child policy has been introduced for more than a year.China's Statistical Yearbook survey pointed out that the fertility intention of the two-child policy was less than 30% of the expected rate.From the social point of view,it is concluded that the fertility of women in the two-child policy is not strong,and the reason is that the protection of the rights and interests of women,especially women,is not enough.There are survey data to prove that the birth of two children for woman's career development will have a hindrance,the most obvious way is the occupation of professional disruption.And the attendant is the reduction of female income,job enthusiasm subsided,increased domestic work,employment discrimination and even a direct exit from the labor market.The high level of price,coupled with the increase in the cost of raising children,fertility to the family is a heavy financial burden.Fertility policy and the interaction of woman's employment more and more obvious,the emergence of childbearing dilemma will inevitably lead to the deterioration of employment difficulties.This paper analyzes the new dilemma brought by the two children 's policy to the urban women' s employment from the angle of the influencing factors of urban women 's employment.On this basis,this paper puts forward the new dilemma from the government,the employer,the family member and the female four subjects to make out the countermeasures.
