In 1982,the 12 thcongress of Chinese Communist Party incorporated family planning into the basic state policy,thus family planning took effect.Family planning has played a key role in controlling the rapid growth of population and improving population quality.With the development of family planning,China has also made great achievements.But as time goes by,the problem gradually emerges.The CPC Central Committee and the government examined and dealt with the situation,in November 2013,at the Third Plenary Session of the 18 thCPC Central Committee decided to start the implementation of "separate two children" policy.Then in December,the State Council submitted to the Standing Committee of the National People's Congress,"the motion to adjust and improve the fertility policy." In September 2015,the Fifth Plenary Session of the Eighteenth Central Committee of the Party decided to implement the policy of " the universal two child".January 1,2016,the universal two-child policy formally implemented.Women has played a key role in the fertility.Ander the "universal two-child policy" background,women must be impacted.Women's employment is not only related to women's economic income but also related social security.Women's employment is the most important to improve women's social status.Women's employment had the ability to promote the equal status of men and women status.And even affect the harmonious development of economic society.This paper studied the historical evolution of China's population policy,and studied the corresponding employment status of women in China.Horizontal research on the corresponding measures in the process of population policy change.I want to understand the full implementation of the two children in the past year,women have appeared of the employment difficulties,combined with the theory of collaborative governance targeted to make recommendations,if the country to develop policies to provide reference,can be considered to apply their own.This article is divided into four stages,namely: encourage fertility policy period,fertility policy brewing change and repeated periods,family planning policy period,the second child period alone.Secondly,the predicament of female employment in the context of the "universal two-child policy " is combined with the questionnaire form.According to the conclusion of the questionnaire and related research,the number of female employment decreases.The employment ability decreases.The employment desire is reduced.Finally,this paper puts some suggestions on the employment of women inthe background of " the universal two-child " policy.This paper puts forward some suggestions from the government,the society,the enterprise and the women themselves,including the government perfecting the women's employment law,perfecting the social security,playing the role of the community to set up the infant and child places,and exerting the role of the social organizations such as the women's federations.Improve women's own quality,encourage women to start and so on..In a word,the "universal two-child " policy is not only a small family thing but also concerned about everyone.The "universal two-child " policy is a comprehensive system of enterprise,government,society,enterprises,women themselves.The system solves the problem of female employment in the background of the universal two-child.
