Research On The Problems And Countermeasures In The Implementation Of Xuzhou "Universal Two-Child" Policy

At the end of 2015,the State Council issued the Decision on Implementing the Universal Two-Child Policy Reform and Improving the Management of Family Planning Services,which stated that from January 1,2016,the policy of "one couple can have two children" was fully launched.Since entering the new era,China’s population has undergone significant changes and is rapidly stepping into the post-demographic transition period.The trend of over-rapid population growth has been fundamentally reversed,and the balanced development of population has become the primary issue of population development in the new era.Analyzing the problems in the implementation of the "universal two-child" policy is of theoretical and practical significance to further improve the population and family planning policy.In 2018,the former National Health and Family Planning Commission was formed into the new National Health and Family Planning Commission,which made overall plans for the allocation of medical and health care and family planning resources.With the gradual relaxation of the family planning policy,grass-roots family planning workers gradually transformed from family planning managers to family planning service providers,and turned to provide better services.According to bing’s cost-utility theory,Smith policy execution model as the support,in xuzhou city " universal two children" policy implementation as the research object,using questionnaire,literature study and statistics analysis methods,such as the execution status of xuzhou " universal two children" policy carried out a detailed comprehensive analysis of the survey.This article choose model as the main research framework.Smith,Smith will problems arising from the policy implementation through policy of idealized level,actuators,target groups and policy environment of the four factors,four factors have close contact with each other,social phenomena,this article through to these four aspects are summarized,and the content of the analysis,find out the problems existing in the policy implementation,and puts forward corresponding countermeasures.Through the investigation of the implementation of the two-child policy,this paper finds that in order to change the dilemma of the implementation of the two-child policy,it is necessary to speed up the functional transformation of the family planning department,change the working style and working methods,and establish a new service concept.Increase the input of service resources in the family planning department,improve the level of maternal and child health care,increase the input of human resources and financial input;Enhance the capacity of governmental organizations to cooperate with each other and with social organizations;Improve the supervision mechanism,unimpeded public supervision channels,and improve the accountability system for the implementation of the family planning policy;Adjust and perfect the policy content,increase the birth incentive subsidy,improve the residents’ fertility willingness;We will optimize the policy environment and improve relevant supporting policies,such as increasing subsidies in medical care and education,improving laws and regulations on the rights and interests of women in employment,and strengthening supervision of preschool childcare industry.
