With the rapid development of higher vocational education,the number of higher vocational colleges in our country has occupied half of higher education.From the quantitative point of view,as of May 2016,the number of higher vocational colleges in China is 1,392,accounting for colleges and universities(excluding independent colleges)59% of 5,929.With the continuous development of society and the rapid growth of vocational education,higher vocational education is facing increasing pressure.Traditional performance appraisal system only pays attention to the results,but ignores the process.It is hard to reflect college's performance from the macro level.Therefore,the establishment of a scientific performance appraisal system is essential for the development of higher vocational colleges.As a private vocational college,H College is facing fierce market competition and feels urgent to improve the level of performance appraisal.This thesis will apply the Balanced Scorecard into the H College performance appraisal system to create more tangible benefits for college.Firstly,the theories of performance appraisal and balanced scorecard are introduced,and the concepts and design principles related to this article are introduced.The applicability and feasibility of the Balanced Scorecard in the performance appraisal of colleges and universities are described in detail which laid the theoretical foundation for the application of Balanced Scorecard in H College.Secondly,this thesis introduced the basic information of H College,and expounds the current performance appraisal of H College and its shortcomings.This thesis puts forward the method of the Balanced Scorecard,and according to the existing problems such as the unsuitable and single indicators for performance appraisal and the lack of effective feedback of management in the H College and the merits of the Balanced Scorecard,the BSC has been verified that it shows its applicability and necessity to carry out the performance appraisal.Therefore,H College chooses the appropriate index and calculates their weights by means of BSC principle on the four aspects of finance,customer,internal processes and learning and growth of the H College in order to build up the construction of the performance appraisal system.The performance appraisal on the levels of school,college and staff can ensure the results to promote the health and sustainable development of H College.Finally,based on strategic development goals of the college,H College will apply the results of performance appraisal to job promotion,salary distribution,personal performance perfection to improve the enthusiasm and initiative of teaching staff so as to ensure the performance of H College's assessment work play a good effect.At the same time,in order to protect the smooth operation of BSC system,corresponding safeguard measures are also proposed according to the aim of H College performance appraisal system.
