At present,the state pays more and more attention to vocational education.As a kind of Vocational education,the main goal of higher vocational colleges is to train high-quality,high-skilled talents for the society and promote social and economic development.Talents are the first resource,and teachers are the main body of Higher Vocational colleges.Their ability level directly affects the quality of running a college.How to effectively evaluate the work of teachers is particularly important.At present,the state is also encouraging and supporting public institutions to carry out performance pay reform,which provides policy conditions for higher vocational colleges to build teacher performance appraisal system.Balanced scorecard was initially only used in enterprise performance management,but now it has been widely used in performance appraisal of government,army,non-profit organizations and so on.Taking C Higher Vocational College as an example,on the basis of in-depth analysis of its current teacher performance appraisal scheme,this paper finds that there are a series of problems,such as departure from strategic objectives,incomplete appraisal content,unreasonable index setting,and makes a cause analysis to lay a foundation for the application of Balanced Scorecard in teacher performance appraisal of higher vocational colleges.This paper analyses the necessity and feasibility of introducing the Balanced Scorecard and designing the core performance indicators.Through interviews and surveys,many evaluation indicators on performance appraisal are collected.Based on the theory of balanced scorecard,combined with incentive theory and key performance index method,this paper establishes a performance evaluation index system for teachers in C Vocational College from four dimensions: customer,finance,internal business process,learning and growth.In this paper,the analytic hierarchy process(AHP)is used to construct the judgment matrix,determine the weight of each evaluation index,and through consistency test,a perfect performance appraisal system is established.Taking A teacher's performance appraisal data as an example,the application analysis is carried out.Sample data are selected from different titles and levels to implement the established evaluation system,and the results of performance evaluation are obtained to verify its effectiveness.At last,this paper puts forward the guarantee measures for the effective implementation of performance appraisal system,including improving the appraisal management information system and establishing a closed-loop system.This paper designs a teacher performance appraisal system based on the Balanced Scorecard theory,which can not only effectively evaluate the work of teachers,but also enhance the internal competitiveness of the college,so as to provide reference for other higher vocational colleges to establish and improve the teacher performance appraisal system.
