A Study On Evolution Of Internationalization Policy Of Higher Education In Australia

Under the background of economic globalization,the developed countries and developing countries inspect policy effectiveness of higher education internationalization from different strategic directions,by continuous participation in system construction to make an agreement,abandon the conservative ideas,strengthen resource input,and Australian higher education internationalization in the process have made remarkable achievements.In different historical stages of development of higher education in Australia,the government plays a key role in four major changes of the internationalization of higher education policies(Foreign aid stage,Foreign trade stage,Rational choice stage and Strategic choice),continues the development of higher education internationalization process and attaches great importance to the multicultural integration and global understanding ability.The social from all walks of life actively response to the government's policy,take corresponding measures to make full use of the higher education internationalization political,economic,social,cultural and academic functions.The paper is based on the analysis of Australian higher education internationalization policy evolution and characteristics to make effective policy for higher education internationalization in the future in our country.Using the internationalization of promoting the construction of first-class universities and first-class disciplines develops partnerships between "The Belt and Road" and all the way along the country's higher education and some suggestions are put forward.This study is divided into five parts: the first part explains the research background,selected topic reason,the research significance to summary and analyze the domestic and foreign of the internationalization of higher education and the research state of Australia's higher education internationalization;The second partmainly expounds the Australia of the evolution process of internationalization of higher education policy from different periods of the text,which analyzes the higher education internationalization stage of foreign aid,foreign trade,rational choice and strategic development stage of the policy background,implementation process and implications.The third part introduces the international reasons on the Australian policy of higher education internationalization,the domestic agent and higher education's own development driving force from the challenges of the era of globalization,political and economic environment to make three conclusions:globalization brings new opportunities;socialization generates new requirements;popularization forms new pattern.The fourth part summarizes the evolution of Australian higher education internationalization policy experience,mainly constructing four dimensions:from perceptual to rational to form the concept of internationalization of higher education policy;from quantity to quality to explore the internationalization of higher education policy practice;from loose to the regulation to ensure quality of higher education internationalization policies;and from profit to a win-win situation to promote the internationalization of higher education policy and sustainable development.The fifth part combines the experience of Australian higher education internationalization policy evolution and the current building "Double First-rate" and "The Belt and Road" policy background,the government of our country in the future planning of higher education internationalization strategy map to put forward several suggestions: to strengthen international development concept;to strengthen the government overall planning;to strengthen the management system innovation.
