The internationalization of higher education is one of the main trends in the development of higher education in the world.Since the 21 st century,Turkey has vigorously promoted the international development of higher education in its country,and promoted the modernization of higher education with the help of external forces of rapid internationalization.The internationalization policy of higher education is the core link to guide and regulate the internationalization of higher education in Turkey.Research on the internationalization policy of higher education in Turkey is helpful to grasp the direction,quality and characteristics of the internationalization of higher education in Turkey.First,this will to a certain extent make up for the lack of China’s research on the internationalization of higher education in developing countries.Second,Turkey’s and China’s higher education management systems are similar,which has certain enlightenment and reference significance for China’s development of higher education internationalization and the formulation of higher education internationalization policies;third,Turkey is the “crossroads of Asia and Europe”.The in-depth study of Turkey’s higher education internationalization policy will help to explore and deepen the space for higher education exchanges and cooperation between China and Turkey,and will help the two countries achieve broader mutual benefit and win-win results.The needs of politics,economy,culture,and the development of higher education have largely influenced the choice of Turkish higher education internationalization policy.Turkish higher education internationalization policies can be divided into fundamental strategic policies and specific policies.Among them,the strategic policies mainly include the “ Turkey’s strategic vision 2023”,the “Turkish Education Vision 2023”,the “ Higher education strategy for Turkey “ and the “2018-2022 Turkish Higher Education Internationalization Strategy”.The specific policies mainly include the “Erasmus program” and the “Mevlana Exchange Programme” represented personnel mobility projects,scholarship policies,policies related to the internationalization of courses,policies on quality assurance and mutual recognition of credits,policies on international cooperation and the construction of world-class universities.Through comparative analysis of relevant data,after entering the 21 st century,Turkey’s international flow of teachers and students,the proportion of international courses,the scale of international cooperation,the international evaluation of education quality and other indicators reflecting the level of internationalization of higher education have been clearly integrated,and a series of higher education internationalization Policy choices play a vital role in this.This study summarizes the main features of Turkey’s higher education internationalization policy,including the internationalization of higher education into the national development strategy;joining the regional integration process to promote the integration of local characteristics with the international system;strengthening quality assurance to enhance the international appeal of higher education;Pay attention to the reform of foreign language teaching and improve the level of internationalization of courses.Based on the analysis of the content,orientation and characteristics of Turkey’s higher education internationalization policy,this study puts forward four suggestions for advancing China-Turkey higher education exchanges and cooperation: expand the scale of cross-border education,carry out cross-border distance education cooperation,set up special personnel mobility projects,and carry out in-depth cooperation in more mutually agreed scientific and technological research fields.
