Talents play a more apparent role in the era of knowledge economy.Human capital,as the first driving force of economic growth,is strongly attracted by countries and regions all over the world.As a high-quality resource in human resources,overseas talent has gradually been the concern of the state in recent years.Under the relevant national policies,some provinces and cities have also developed their own talent introduction plans.Inner Mongolia Autonomous Region,as one of the five ethnic minority autonomous areas in China,has made rapid development in recent years.In 2016,the total GDP of Inner Mongolia was RMB 1.86 trillion,which ranked in the fifteenth of the country and the first of all five autonomous regions.Besides,the per capita GDP reached USD 11,171,which ranked the seventh of the whole country and was the only inland province among nine provinces of per capita GDP more than USD 10,000.All these developments can not be separated from the implementation of a series of talent policy in Inner Mongolia and the support of overseas talents.However,there are some problems in the introduction of overseas talents and the application of them.In order to achieve the development of transformation,Inner Mongolia should do their best in the following aspects:to attract enough overseas talents,to make full preparations for talents and take advantage of their effects on economic and social development,scientific and technological progress.This paper mainly research on the problems of overseas talent introduction and application in Inner Mongolia,and then give some countermeasures.Under the guidance of the human capital theory,push and pull theory and intercultural adaption theory,by collecting relevant information and combining the questionnaire and interview,I find there are some problems in the overseas talent introduction and application in Inner Mongolia,including the quality and structure of overseas talent,the channel of talent introduction,the selection criteria,the incentive and safeguard mechanism and the implementation of the policy;So with reasons into consideration,Inner Mongolia should attract overseas talent by developing economy,renewing talent introduction policies,diversifying the channel of talent introduction,perfecting the check and evaluation mechanism and building a good research and work environment for overseas talent,so that to attract more overseas talents and make full use of them.
