Talent is the most important resource of urban development,and the competition between cities is ultimately the competition of talent reserves.Overseas high-end talent is the best of talents.They have high level,high degree of education and high skill.It is an important factor to promote the innovation ability of the city and promote the economic development.Since the beginning of 08,the central government has introduced the policy of introducing high-end talents overseas,which has greatly enhanced our ability of innovation and entrepreneurship.Huzhou city conforms to the trend of history,in the 08 year the introduction of Huzhou overseas high-end talent introduction plan-"South Taihu elite plan",the aim is to build Huzhou city into Zhejiang talent highland.Huzhou is the first place in Zhejiang to introduce the foreign high-end talent introduction policy.From 08 years to now,the policy has been implemented for ten years,but at present,the overseas high-end talents of Huzhou have a certain difference between the quantity and the quality of Zhejiang Province,which is the practical significance of this paper.First of all,I use the theory of human capital,the theory of Maslow's needs level,the theory of dual factor theory,and the theory of public management to analyze the present situation of the introduction of high-end talents abroad in Huzhou by using the theory of human capital,the theory of the hierarchy of needs and the theory of public management and so on.The current situation and development process,evaluation of the performance after the implementation of the policy,to find out the policy itself and the external environment,the lack of external protection,the regional environmental coordination is not strong,the mobility of talents and other factors.Secondly,this paper analyzes the introduction of foreign high-end talents in Suzhou and Hangzhou as a case,summarizes the successful experience of two cities and cities:first,to find the orientation,the government led,make the policy more regional,improve the local innovation and economic efficiency,and the two is to increase investment and strengthen the guarantee,Let the local government "sing opera" to improve the production rate of scientific research and the survival rate of entrepreneurship;three is around the industry,strengthen supervision,the government planning,the establishment of a complete assessment mechanism;four is to improve service,balance resources,let the government promote talent service and talent training,improve the satisfaction of talent.Finally,combined with the results of the analysis,we put forward the optimization suggestions for the introduction policy of Huzhou overseas high-end talent:strengthen the connection between the policy and talent,further improve the policy,strengthen the regional linkage,and co-ordinate the industrial talents;provide the guarantee for the talents in all directions and solve the worries of the talents,and build a good atmosphere for the talents and increase the people.A sense of belonging,a multi angle assessment system,and a negative list of talent projects.The overseas high-end talent reserve is not waiting for us,and Huzhou only plans,embodies the characteristics as soon as possible,strengthens the investment in the overseas high-end talent introduction,and can win the victory in the new era of talent contention.
