Governing the country by law is a basic strategy of governing the country,and the rule of law is an important part of our life.At present,our country has entered a new construction stage of the socialist legal system.In 2014,the fourth Plenary Session of the 18 th CPC Central Committee approved “Decision of the Central Committee of the Communist Party of China on a number of major issues concerning the overall promotion of the rule of law”.The decision proposed the general goal of “to build a socialist legal system with Chinese characteristics and to build a socialist country under the rule of law”.The state put forward to try to set up the course of rule of law in the middle and primary schools,and gradually put the rule of law education into the national education system.Children are the future and hope of national development,and they are the main force in the construction of rule of law.Seen from the implementation of “the rule of law education policy of the state from the doll”,the primary school stage is the best period to the citizens to receive the rule of law education.To cultivate citizens’ consciousness of law from the moment of contact with society,which is conducive to establish the basis of the rule of law in the whole life.Therefore,the rule of law education in primary schools will affect the overall quality of it in China,and it is more likely to affect the process of China’s rule of law reform.In recent years,although China’s urbanization process continues to develop,China’s“three rural issues” is still grim.Facing the development of Urbanization,the challenges of the rural areas have become more and more tougher,and among them,there are lots of new situations and new problems in the educational problems at the rural areas.According to “the2015 National Education Development Statistics Bulletin” shows that as of 2015,the quantity of primary school students in our country is about 96.92 million people.The total quantity of the children of the rural migrant workers in the compulsory education in our country is 13.67 million people.Among them,10.14 million people enrolled in primary schools.The total quantity of the children remaining in rural areas in the country to receive the compulsory education is 20.19 million people.Among them,13.84 million people enrolled in primary school.Thus,it can be seen that the total quantity of left-behind children in rural areas ofChina still takes account for 68.52% of the total number of left-behind children,the proportion is still great.For the construction of the rule of law,if the law-related education in primary schools in rural areas developed good or not,whether the rule of law quality of the primary students can be improved or not,whether the cultural atmosphere of rule of law in the whole society formed or not,which are likely to affect our country’s overall quality of the rule of law and the level of the rule of law,even the process of it in the future.Therefore,to strengthen the rule of law education and the rule of law construction in rural areas is imminent,it is not only an important part of the state legal reform,but also a breakthrough to solve the problems in the rural areas.With the development of society,our country made a series of achievements in the rule of law teaching,managing schools by law and law education in schools.The rule of law education in rural primary school also has been greatly improved.However,on the current situation of the rule of law education,in rural primary schools it still has a lot of problems.Comparing with the urban aeras,the idea of rule of law education and law consciousness in China’s rural primary schools is still relatively weak;the situation of the rule of law education in a considerable portion of the primary schools in rural areas is not very optimistic and useless;the awareness of the rules is generally weak or absent among the rural primary and secondary school students.The problems are not serious in the primary schools stage,but may cause serious potential problems.In the junior middle school stage,followed by skipping,dropping out and fighting violence and so on are very common to see.These problems are very serious and the reversing key to the situation is to know the rules.To give them a standardized seed in the primary stage of the students,naturally some of the problems will not happen or the problems are relatively easy to resolve in the junior high schools.The authority of law comes from people’s sincere belief and support.Strengthening legal publicity and education is an important way to realize the legal authority.The significance of the rule of law education in primary schools is to help the citizens to establish the basis for the quality of the rule of law,and lay a good foundation for the development of the whole life.Therefore,to sort out the law education in primary schools in rural areas systematically is especially important;on the one hand it can narrow the gap of the quality of citizens between the ruraland urban areas,and then it will help improve the overall legal quality of the citizens.On the other hand it can also promote the national process of the rule of law.Specifically,we can make plans systematically from the model of the rule of law education,curriculum,teachers and other aspects;we can learn from the advanced idea and the experience of urban areas,urban and rural mutual help each other,hand in hand together to enhance the rule of law education in primary schools in rural areas,then to improve the overall quality of citizens in rural areas.Based on questionnaire survey,this paper comprehensively use the literature study,the method of logical analysis,descriptive research method and questionnaire survey analysis methods,on China’s rural primary school,primary school students in rural area,rural primary school education in the rule of law.It summarized the problems existing in the the rule of law education and rule education in primary schools in China’s rural areas at present,analyzed the reasons,and thus based on the former,the paper brought forward some specific and feasible suggestions and countermeasures to improve rural primary school education and the rule of law status.This paper is divided into five parts.The first part is the explanation of research background,the significance of the topic,research situation at home and abroad,the research ideas on the problems and research methods,as well as the focus of research,innovations and shortcomings;the second part will summarize the meaning and theories about the rule of law education and then show the connections between them;the third part is the summary about the achievements of the rule of law education in China’s rural primary schools and it research the problems of the rule of law in the rural primary school education from schools,family,society and other aspects,and then analyze the causes of the problems;on the foundation of the problems and reasons of the analysis in the third part,the fourth part will explore effective measures to promote the rule of law education in rural primary and secondary schools from the government,schools,families and rural social environment perspectives.We draw a conclusion in the fifth part according to the research: the rule of law education in rural primary schools is the cornerstone of the rule of law education in China,it will have a very important impact on training human,the development of education and the construction anddevelopment of the rule of law society.So we should give a high degree of attention to the rule of law education in rural areas.It has great significance to bring the rule of law education into the national education system.To strengthen students’ awareness of the rules can help students correctly understand the strategy of governing the country according to law,and it can help them set up socialist concept of the rule of law and rule consciousness from their schooldays.It is necessary for us to grab from teenagers,to set up rule of law curriculum knowledge in primary and secondary schools,and the preparation of the corresponding primary and secondary school textbooks of law education.Through depth law publicity and education,carrying forward the spirit of the rule of law,focusing on the behavior form,cultivate the consciousness of rule of law,so that the students can pay attention to the legal events in life,to learn and use legal knowledge,consciously become knowledgeable about the law,and grow up into law-abiding citizens.Through carring out rule of law publicity and education in-depth and effectively,carrying forward the spirit of the rule of law,paying attention to the cultivation of students’ behavior,cultivating the consciousness of rule of law,so that students can actively focus on the legal issues of life through learning,learn to use legal knowledge,consciously become knowledgeable citizens about the law,and to abide the law.To strengthen the rule of law education in rural primary schools from awareness of the rules,which is powerful guarantee of promoting the new socialist countryside,is new demands on the rural from the new century,is favorable starting point the idea of rule of law in the whole society.
