| In recent years, “the most difficult employment year” hits the headlines in national reports. According to data, the total number of graduates from national ordinary higher learning hits a record, reaching 6.99 million in 2013, and it continues to increase on yearly basis. While in Fujian province, there are 248 thousand graduates(including Fujian students study outside the province) in 2013, an increase of 2.5%. The figure shows that Fujian province has plentiful graduates who are under big pressures of employment, thus making the employment situation of university graduates becomes more critical in the context of a supply-demand imbalanced employment market. Employment which relates to national economic development and social stability has a vital bearing on people’s livelihood, so solving employment issue is highly regarded at both national and local levels. Several measures such as introducing policies for promoting employment and constructing public employment service system have been taken up to settle the difficulties.At the present, Fujian public service system for higher education graduates employment, which has taken shape initially, finds itself hardly coping with the difficulties brought by employment pressures. From perspective of public service, the public service system for higher education graduates employment should be perfected and innovated, and the level of service should also be improved so as to relieve employment pressure, improve employment environment and increase graduates’ employment rate.Combined with public administration, public service and employment related theories, adopted several research methods such as literature induction, comparison research, investigation and analysis, this thesis, objected at construction situation of Fujian public service system for higher education graduates employment, summarizes and analyses the current situation and existing problems in the construction of the system on the basis of a large amount of material and data as well as four subject elements that play important part in the building of the system including government, college and university, market and graduates themselves. Finally, from the perspective of public service and public administration, practical plans and solutions are then brought out in the light of advanced experiences from developed countries and regions. |
