As the future engineering and technological talents, engineering college students are taking the responsibility of shaping the country with new industrialization path and building the innovation-oriented country. The level of engineering college students' scientific literacy will directly affect the competitiveness of our country in the world. Think about how to improve engineering college students' scientific literacy is the important subject faced by higher education. The extracurricular scientific and technological activities now get more and more attention in engineering majors. But there are still some shortcomings in its process, such as the propaganda is not enough, the penetration rate is a bit low, the investment is not enough, and the evaluation system is not perfect. These elements will affect the effectiveness of extracurricular scientific and technological activities. In this context,starting from the perspective of improve engineering college students' scientific literacy, research the effectiveness of extracurricular scientific and technological activities in colleges and then improve its restricting factors is very important to develop extracurricular scientific and technological activities and promote engineering college students' scientific literacy.The research used questionnaire survey to get the current situation of extracurricular scientific and technological activities and the achievements after take part in these activities. Then study the effectiveness of extracurricular scientific and technological activities. At the same time, combined with the interview survey method to supplement the content of the empirical research. Analyze the results of survey with SPSS19.0 to explore the effectiveness of extracurricular scientific and technological activities and the affecting factors. The study show that the campus atmosphere of science and technology, the guarantee conditions of the extracurricular scientific and technological activities, the incentive mechanism, and the student community characteristic factors have a significant impact on the effectiveness of extracurricular scientific and technological activities.In view of the empirical research results and under the guidance of transport theory, the study puts forward four proposals to improve the effectiveness of extracurricular scientific and technological activities and promote engineering college students' scientific literacy. Firstly, create a good atmosphere of science and technology and promote student participation. Secondly, optimizeconditionsguarantee and build efficient platform for activities. Thirdly, establish the comprehensive incentive mechanism, and stimulate students internal motivation.Finally, focus on students' characteristics and use different strategies reasonably.
