Teacher professional development is a continuous learning process. The essence of learning community is human interaction. Based on the vision of professional development, the teacher professional development community is a typical learning community. Teacher professional development community has its unique operating mechanism. Based on the theory of learning community, the running mechanism of teacher professional development community ecological model is a theoretical framework. As two main body in learning activities, learners and help scholars of a community is interpersonal interaction and realize the two-way transformation. Efficient and effective learning activities and interpersonal interaction need the support of a certain learning environment, with basic support including material support, equipment support, manpower support and information circulation. which is supported by teachers` school or education administration. In the process of learning activity the knowledge construction, significance negotiation and role transition are happening at the same time. The continuous knowledge construction makes the generation and agglutination of teacher professional development community become possible. The significance negotiation makes the interpersonal interaction of teacher professional development community keep continuous. The role transition makes teacher in community obtain the chance to show ego adequately and experience professional development based on knowledge and meaning. It must began from teachers' knowledge construction to analyze the running mechanism of community.View of knowledge management and knowledge creation theory analysis knowledge construction process of teacher professional development community. The premise of knowledge construction is to set a new knowledge view of combining explicit knowledge and tacit knowledge. The renewal of the view of knowledge includes four stages of crossover, elevating dimension, composition and synergy. Knowledge construction process includes the vertical process of SECI model and the horizontal process of knowledge spiral. This process includes four elements: the design of the construction of target system, activity sequence, the establishment of community norms and the allocation of resources.The teacher workshop is a practice model of the teacher professional development community, which has been exploring and promoting gradually.The teacher workshop promotes the professional development of teachers. Based on the view of knowledge management and knowledge creation theory, forms and subjects of activities in the "seven color rainbow" workshop for high school teachers and the "meeting" workshop for university teachers are inspected to reveal knowledge construction. Two practical modes conform to the operation mechanism of teacher professional development community and present their own practical characteristics.
