With the development of educational informationization, teachers who serve as the undertaker to promote the development and reformation of informational education should strengthen learning ability to accelerate the speed of professional development of teachers to take this huge responsibility. With the fast development of information networks, teacher online learning community becomes one of the most effective ways to promote the professional development of teachers. Teacher online learning community can provide a studying place for teachers who come from different places and teach different subjects,make teachers can communicate and cooperate with each other at the same time to share valuable experience in order to promote the professional development of teacher. The importance of knowledge economy in information society is more and more obvious. This research trise to apply the research results of knowledge management to the building of the teacher online community in order to solve some widespread problems in teacher online community such as most of teachers’ interaction do not go far enough, knowledge resources are low efficiency and members’ understanding of sharing is rather weak.Firstly, the paper surveys the current research situation of teacher online community and knowledge management,and defines relevant concepts about teacher online community and knowledge management, at the same time discusses the guiding role of constructivism theory, humanism learning theory. Secondly, it introduces a questionnaire survey about the basic facts of primary and secondary school teachers exchange and study with the help of network, at the same time analyses and summarise the level of interaction of the respondents who participate in the distance training system of the teachers in primary and middle school in FuJian2012. Thirdly, the paper proposes the construction target, principle, theoretical model of teachers’ online learning community based on the knowledge management, and states its construction strategy from four ways which are culture, resource library,knowledge and mechanism.Finally, it makes use of WAMP technology to construct the platform of teacher online leaning community from four ways which are management,public information, teacher personal homepage and resource center and purpose implementation guide,to expect to make full use of the knowledge of the learning community’s members,to promote the professional development of teachers’group.
