On Influencing Factors And Guarantee Mechanism Of The Quality Of Secondary Vocational Education

The secondary vocational education is an important part of the national education system and the foundation of building modern vocational education system.In the past years,it developed rapidly and made great achievements under the policies that party and government made.Meanwhile,the problem about the quality of secondary vocational education has been attracting widely concern of government and society.Approaching influencing factors and establishing quality guarantee system of secondary vocational education are the effective ways to improve its quality and promote its sustainable development.The author summarized the studies on the qualitative influencing factors and guarantees mechanism of secondary vocational education at home and abroad,and confirmed that studies on the quality of secondary vocational education have made great achievements in developed countries,which is useful for reference to China.The relevant studies have appeared in China,but compared with developed countries,the contents need to be rich,the methods need to be innovated and the studies need to be tested in practice urgently,especially few studies on the qualitative influencing factors,and guarantee mechanism of secondary vocational education need to be improved.Used the research results for reference,the author took DEMATEL(Decision Making Trial and Evaluation Laboratory)as the research tool and confirmed the direct influence matrix of secondary vocational education by Delphi,which is based on the fact that twenty-two qualitative influencing factors of secondary vocational education have been confirmed.Then the author acquired the comprehensive influence matrix,the influencing degree,the influenced degree,the central degree and the causal degree on twenty-two influencing factors of secondary vocational education by mathematical operation.Then the author confirmed the causal relationship among every influencing factors and the importance of every influencing factors in the whole system of secondary vocational education.The author followed five principles of overall design,the thought of “san quan”(san quan refers to all round,whole staff and whole course),efficiency and benefit,particularity and continuity,etc.and establishing quality guarantee system of secondary vocational education which includes the interior quality guarantee system,the exterior quality guarantee system and the system to assist operation,etc.based on eight casual factors of students’ quality,material investment,campus culture,teachers’ professional quality,vocational competence cultivation and curriculum.To guarantee the system efficient operation,it is necessary to locate the goal of educational quality,improve the quality of students and teachers,reform curriculum actively,promote qualitative cultural construction and strengthen the cultivation of vocational competence.
