The German Vocational Education Quality Assurance Mechanism

In the 21st century, vocation education has been increasingly becoming a major influential factor that greatly affects the development of our national economy as well as society. As a powerful stimulate for our national economic development, vocational education takes on the responsibility of enforcing the progress and harmony of the society as well as the task of realizing a fair society. Whether the function of vocational education could be fully realized actually lies in its quality. However, there are still some desiderate problems in the China vocational education.Throughout the world, Germany vocational education, which is regarded as the secret key to the country's economic development after the world warⅡ, draws great attention from the other countries. Germany vocational education helped Germany rebuild and became a powerful nation after the damage of the world warⅡ, which mainly dues to the high quality of vocational education and its quality guarantee mechanism.This paper conducts research on the quality guarantee mechanism of Germany vocational education by the analysis of philology. In this paper, vocational education quality is seen as a systematic project which is the consequent of those related factors' reaction to each other. Our country's studies about the Germany vocational education mainly focus on one aspect of such type of education, which seldom study the topic from the view of quality guarantee mechanism. This paper aims to discuss the quality guarantee mechanism of Germany vocational education, drawing such a conclusion that the realizing of high quality vocational education depends on the reaction of all the related influence factors, not a result that could be easily reached by the stressing one single factor. The study of Germany vocational education quality guarantee mechanism could no doubt provide experience for our country's vocational education. These following contents are discussed in my paper:From the view of all the related factors which influence the quality guarantee mechanism of Germany vocational education, this paper firstly discussed the guarantee of laws and rules, arguing that the systematic vocational education polices as well as rules have successfully guaranteed the healthy development of the dual training system. Secondly, the function guarantee was discussed, which gave a lot attention to the financial support from both the government and the enterprise as well as the efficient management force from both the state government and the guild. Then, as part of the quality guarantee mechanism, the training teachers and teaching program were analyzed, including the introduction of the specialized training system for theoretic teacher and practical skills teacher as well as the unique teaching values and practice which pays much attention to the mastery of students'working ability. At last, the high quality of Germany vocational education and its contributions to the society were talked, arguing that the attraction of dual system guarantees the stable and excellent new students and the relatively higher employment rate guarantees the competitive graduates in the labor market, which obviously promote the development of Germany economy.Under the mechanism made up of above factors, the educational quality of Germany vocational education could be successfully guaranteed. What's more, this paper also wants to give some experience for Chinese vocational education on the basis of the study of Germany vocational guarantee mechanism.
